In order to develop urban rail transit in Beijing, search for coordinating schemes of rail transit and city planning, and reflect coordinating development of rail transit and city planning, Beijing Railway Construction and Management Co., Ltd. now releases notice for schemes soliciting as follows:
1. Topic of soliciting
Schemes Soliciting of Planning and Design for Land Surrounding Guogongzhuang Station and the metro car depot of No.9 Subway in Beijing, China

Organizers (hereinafter referred to as "Solicitor"): Beijing Infrastructure Investment Co., Ltd.
Beijing Railway Construction and Management Co., Ltd.
3. Qualification
Excellent international design companies, firms or joint ventures fully experienced in municipal planning, architecture and rail transit are qualified for submitting the design schemes.
4. Description of the Project
Guogongzhuang Station of No.9 Subway in Beijing is located in the southern part of Line No.9, and placed at 270 meters east to the cross of the planned southern extension line of Wanshoulu Road and South Sixth Ring Road. Guogongzhuang Station will become the transit station of four subways including No.9 Subway, its Southern Extension Line, Fangshan Subway and No.9 Subway.
The scope of the surrounding land under planning is the region centered on Guogongzhuang Station, within a radius of 500-1000 meters, with boundaries south to planed South Guogongzhuang Road, east to Guogongzhuang Road, and west to Fengbaolu Road, and including 161.8 hectares of planning land.
5. Purpose of Soliciting
(1) Through planning innovation and design, to optimize regional functions and layout, rationalize rail transit networks, give prominence to functions of the Guogongzhuang Region as transfer joint of the south-western part of downtown, to strengthen function of public center of the area surrounding Guogongzhuang Station in its region, improve traffic conditions, service functions and environmental quality in this region, and set TOD developmental pattern centering on rail transit.
(2) To maximize potency of exploitable land surrounding Guogongzhuang Station, to drive intensive and effective utilization of land, and enhance comprehensive returns on both rail transit and land surrounding the Station, by developing of above underground and integrating and harmonizing of the Station and surrounding land; and through introducing advanced design idea, to create human-oriented, safe, fast, convenient and effective public transportation, and improve environments of transit.
(3) To set optimum size of development and construction through scientific communicational and techno-economic appraisal.
(4) To set feasibility of schemes of planning and design and provide the scientific foundation for planning management by making recommendations of time sequence and related guarantee measures.
(5) To enhance healthy development of the isolated afforestation region, and offer conditions for arrangement of indemnificatory residences, through scientific planning, design and implementation strategy.
6. Technical Requirements
(1) Urban design within scope of planning and research and rationalization of rail transit networks
It is required to provide planning contents including land use, traffic access, comprehensive utilization of underground space and urban space morphology, and to set relations between lands for regional rail transit networks and for its metro car depot, according to this design requirement.
(2) Schemes of integrated conception design for the core area of the Station
The core area of the Station refers to lands for the Station, its metro car depot and surface buildings and underground space connecting with the Station, and its scope could be set with relative flexibility by designers, based on concrete design schemes.
The designers should provide integrated design for the core area of the Station including main body of the Station, its metro car depot, upper cover development and its directly connected building and underground space, by meshing with detailed layout of the Station and its rolling stock depot.
The detailed designs include the following:
1) Site planning of the hall and platform of the station, design of horizontal and vertical sections, design of entrance-exit and windy booths, the organization of people flow, etc.;
2) Schemes of building designs for the above-underground development and the metro car depot.
3) Internal and external traffic organization plan for the above-underground development.
(3) The regional traffic impact analysis
It is required to provide preliminary regional traffic impact analysis, and check contends such as construction scale, traffic organization proposed in the planning schemes.
(4) Strategies for implementation of planning and time sequence of construction
It is required to propose suggestions for implementation of guarantee and planning schemes by considering construction of the green isolating areas, and requirements of implementation of rail transit and metro car depot by stage, and propose strategies for time sequence of construction by considering econometric measurement.
(5) Construction patterns and economic measurements
It is required to propose suggestions on contents such as construction patterns, functional positioning by considering by combining regional function positioning and regional development, and comprehensively considering factors such as construction of guarantee residences, lands for industrial use in the green isolated region, lands for relocation and settlement for subway construction, and propose related economic measurement by combining schemes of planning and design.

(5) While registering, Persons to be solicited should submit the following documents: business licenses of design firms, documentary evidence of experiences in similar projects, and resumes and references of participants, authorization letters for the authorized person and copy of his or her ID (the original ID will be checked) . Three copies of all above mentioned documents should be provided.
(6) Any late registration will not be accepted.
(A) The Scheme Evaluation Committee is made up by senior experts, and will evaluate all qualified schemes to be solicited. The following prize will be awarded:
One for the First Prize, with bonus of RMB 800,000,
One for the Second Prize, with bonus of RMB 500,000,
Two for the Third Prize, with bonus of RMB 300,000 each
(B) All qualified documents to be solicited will be compensated with RMB 50,000, except those being awarded any of the above mentioned prizes. All above mentioned prizes and compensations include taxes.
9. Other Declaration
(1) All documents submitted by persons to be solicited will not be returned by the organizer; ant the organizer will not take any responsibilities for those lost and damage which not caused by the organizer.
(2) The persons to be solicited must indemnify the organizer against all third-party claims of infringement of intellectual property rights arising from use of the schemes to be solicited, or the persons to be solicited will take all legal responsibilities and lost of the organizer.
(3) All disputes arising from the Scheme Soliciting should be settled in Beijing, in accordance with the current laws of the People's Republic of China.
(4) Beijing Infrastructure Investment Co., Ltd. and Beijing Railway Construction and Management Co., Ltd. have final rights for interpretation of the Scheme Soliciting.
(5) All persons to be solicited in the Scheme Soliciting are considered accepting this declaration, no confirmation in written or in other ways needed.
10. Notification of copyright
The solicitor reserves copyright on all schemes to be solicited in this event.
