1. Chongqing Hongan To Shangguanqiao Expressway Project has been approved to build by the Ministry of Communications. The financing of construction is from the assistance, self-financing and loan of bank. North Construction Branch, Chongqing Expressway Development Co., Ltd. (hereinafter referred to "Purchaser") invites the pre-qualification from eligible bidder for the civil works of this project.
2. Project introduction and content of bids: This project is located at southeastern of Chongqing City and is an important highway connected Chongqing City and southeastern district of Chongqing. This line is from Hongan Township, Xiushan County at the boundary of Chongqing City and Hunan Province connects Jishu to Chadong (the boundary of Hunan and Chongqing) Expressway, ends at Shangguangqiao connecting Shangguangqiao to Youyang Expressway. The total length is 45.05 meters and has 12 contract lots of civil works. The total line has Hongan, Yajiang, Xiushan and Yuping overpasses. It will be built according the standard of four-lane expressway, the calculated velocity is 80km/h and the width of road base is 24.5 meters.
3. Any bidder that have relevant qualification requirement in the following table, similar expressway construction performance, and the equipment, personnel and fund can meet the demand of this project can apply the pre-qualification. According to qualification, the bidder can attend the pre-qualification of one or two contract lots.

4. The interested bidder can take the original of the duplicate of business license, original of the duplicate of construction enterprises qualification certificate, original of power of attorney, original of ID card of entrusted person and a set of the above-mentioned certificates to purchase the pre-qualification document in the North Construction Branch, Chongqing Expressway Development Co., Ltd. between 09:30 and 16:00 (Beijing time) on October 18-22, 2005. The price of a set of pre-qualification document is RMB2000 yuan in cash and it is non-refundable. The applicant shall purchase the pre-qualification document of relevant contract if he applies the pre-qualification of many contracts.
5. The applicant shall delivered the pre-qualification document to North Construction Branch, Chongqing Expressway Development Co., Ltd., Side Of Donghe Garden Hotel, 15-1 Building B7, Tiaojiaojun Garden, 97# Honghuang Road, Longxi Street, Yubei District, Chongqing City before 12:00 (Beijing time) on November 4, 2005. The late pre-qualification document will be rejected.
6. The applicants that pass the pre-qualification of the same bid lot shall not have relationship.
7. The purchaser will fax the pre-qualification result to the applicant and send the invitation for bids to the eligible bidder.
