Name of project: Jiamusi 1,000,000-ton Electrolyzed Aluminum Project
Scale of project: On basis of the present electrolyzed aluminum factory, it is proposed to build 1,000,000-ton electrolyzed aluminum production line and one 1,800,000KW power station.
Brief description on the project: Jiamusi has redundant power resources, this lays energy source foundation for the development of such products with high energy consumption as electrolyzed aluminum. Power may be supplied directly, the negotiation price of 0.35 yuan/kwh may be enjoyed. In addition, the power in the Far East of Russia may also be procured, the price is about 0.22 yuan/kwh. Heilongjiang lacks aluminum, its annual consumption is about 100,000 tons. During the rear period of the 11th Five-year Plan, the annual demand for electrolyzed aluminum will reach 300,000 tons. Jiamusi Aluminum Factory is the only manufacturer for electrolyzed aluminum in Heilongjiang, it has stably occupied the market, in addition, it has established close and stable relation with the users in the province and in Northeast region.

Estimated economic benefit after the project construction is completed: The annual sales income is US$1.07 billion and the annual profit & tax is US$171 million.
Brief introduction to domestic investor:
1. Present enterprise status: Jiamusi Aluminum Factory is the only manufacturer for electrolyzed aluminum in Heilongjiang, it has two pieces of production line for the production of electrolyzed aluminum, in which, 75KVA prebaked anode production line is owned by Orient Aluminum Co., Ltd. that controls most of shares of the factory, the annual production capacity on electrolyzed aluminum is 6,000 tons; the other piece of production line belongs to wash-out backward workmanship, its production was terminated(the application for bankruptcy is ready for approval.) The factory terminated production completely in Sep 2005 and was listed as a suggestion project for policy-type bankruptcy by the State-owned Assets Supervision & Management Commission of the State Council in 2005. Jiamusi Aluminum Factory has the production and operation experiences for over 40 years, a large batch of well-trained cadre and staff teams, it has accumulated rich management experience, production and operation experience, it is completely capable of assuring the construction and production of project.
